Descriptive Policy Science is the branch of Science which notes and bears witness to the primary collective organization of Humanity.
As such, it determines and limits the Prescriptive Science of Policies which is subordinate to it in this respect.
No political decision can in fact come into opposition or contradiction with this internal structural modality of human beings.
